So I have this norn that's twisting and turning in his sleep - 'get' is the highest decision he's trying to make, and he doesn't seem to be getting any less sleepy or tired from his slumbers.

He's got a mutation in regards to his sleep emitter - but is it enough to cause this? How can I treat him?

This looks strongly like the lunacy issues that happen in Creatures 2, particularly kannova-brained Norns.
I think the Norns occasionally search through their instincts and accidentally abandon resting in favor of trying them out, and as an engine limitation this doesn't always make them awaken. Just a theory, though.

The emitter actually wouldn't be related to this; the sleepiness emitter causes the Norns to feel a little more sleepy if they are in dark places, while in this case the Norn would be sleepier depending on activity in that particular lobe. It COULD result in the Norn being more likely to choose the Get action when sleepy through some complex chain of events, but it feels kind of unlikely. I don't know enough about brain activity to figure out if that might be the case.

When raising norns with lunacy issues in Creatures 2 I tried two approaches, observing their decisions and punishing them when they were sleeping but choosing non-sleep based decisions (they usually don't awaken after a single slap, but do after two), or rewarding resting itself. You could try doing some of that, but it's best if someone more used to Creatures 1 answers.
